The key to this is value engineering. R. J. Patrick Management CONSULTANTS HAS SUCCESSFULLY USED THIS TECHNIQUE IN THE PAST. The result of the process is a numerically scored list of priorities for projects and maintenance. The municipality can draw the fiscal line wherever it wishes. Not as showy as the old way but highly effective and the best "value" for the ratepayer
